Gilligan, together with Howard Fortunata, Landmark Engineering,  presented their case study of achieving the East Coast’s first 4-star land development certification under the  National Green  Building Standard from the National Association of  Home Builders Research Center.

The certification was awarded for Craftsmen’s  “Wharton’s Bluff Parcel B” a waterfront 130- townhouse community in Millsboro, Del.

Gilligan related that in planning Wharton’s Bluff, the project team from Craftsmen Developers protected environmentally sensitive areas throughout the site, including a buffer zone around the habitat once occupied by a bald eagle, preservation of existing trees and vegetation, creation of a 60-foot tree buffer and three-acre conservation area, avoidance of steep slopes to minimize erosion and the impact on the river, and creation of bioswales and a trench infiltration system to capture and channel rainwater.

The Craftsmen Developers application was 13 points beyond the 175 points required for 4-star certification.

This award is only the most recent that Gilligan has received including being named a  2011 “Very Important Person “by the Maryland Daily Record as well as a “Rising Star” by the Baltimore Business Journal  and the Living Classrooms Foundation.

Later this month, The Journey Home Gala, co-chaired by Gilligan, will be held.  It is a major fundraising event hosted by the Baltimore City Mayor’s Leadership Advisory Board of which he is a member and chair of its Fund Development Committee.

According to Gilligan, the contribution is the result of proceeds from a hospitality event hosted by the ULI Baltimore each day of the Labor Day weekend Grand Prix race in downtown Baltimore. The fund raising event was organized by the Young Leader’s Group of the ULI Baltimore where Gilligan is s  member as well as co-chair of the event.

“This was the best of situations—a fun event at an outstanding venue to raise funds for a great organization doing important work,” Gilligan said.

Glen Burnie, Md., (June 4, 2011)—The fourth Ryan Homes townhouse building at Wharton’s Bluff Parcel “B”,  Millsboro, DE is now under construction, according to W. Dennis Gilligan, president, Craftsmen Developers, the land development firm of the waterfront townhouse community that is situated on the Indian River.

The new building, one of the community’s few that is directly on the bank’s of the river,  will have a total of four townhouses and will be ready for occupancy later this summer.

The Wharton’s Bluff townhouse community,  with  a total of 130 homes when completed, features walking trails, playground, a community swimming pool and pool house, a gazebo and direct access to the water from a crabbing and fishing pier and a nature preserve located at the tip of a peninsula. Phase 1 of Wharton’s Bluff is fully developed with the majority of these 84 homes and townhouses now occupied. Phase 2 or “Parcel B” will have 49 waterfront townhomes when completed.
